The city of Amsterdam is simply changing its rules of access to allow discreet public sex (heterosexual as well) in Vondelpark.Councillors agreed that heterosexual and gay couples could have sex in the Vondelpark which has ten million visitors a year
Dog owners however are not pleased with the new restrictions on their dogs.

Could the reason for the disparate treatment of dog owners versus people who have discretely have sex in public possibly be that a dog of its leash could.... hurt someone?

Not to mention all the disgusting things an unsupervised dog might do.
